Sooooo, What's with the Stoic Sceptre Needing Strength? (Discipline? C.I.? Str.? No Life?)

I LOVE that the Rattling Sceptre doesn't require Strength. That's a wonderful exception to sceptres to meet the Int. demands of minion builds. But, I'm surprised the Stoic also doesn't have that same exception.

The Stoic Sceptre is the basic "go-to" item for defensive C.I. builds, yet it requires Strength, which gives life, which C.I. builds omit.

I know a weapon shouldn't revolve around C.I. specifically, but since the exception was made for the Rattling Sceptre...this seems like an equally similar case of reasoning to remove the Strength requirement from the Stoic Sceptre as well.
