Need Help With LL Spark Tank Build

I am currently working on a self cast spark tank build and I'm having a few problems. Is there anyway I can keep spamming spark without running out of mana and is 40k damage enough if I get a helmet enchant of +3 sparks? Any help with the build would be awesome. Here is my build so far
