[3.9] Memoria's Cold Lightning Galvanic Arrow Raider WIP

What is up everyone.

This will be my third guide following my Scourge Arrow Slayer in 3.7 and my Icicle Mines Saboteur in 3.8.

The build will most likely be based on Galvanic Arrow.
