Bug? Unable to freeze Tor Gul, the Defiler

The freeze accumulation gets stuck at 99%, and the boss won't freeze like other bosses. Not sure if this is intentional or not. If he can't be frozen, then why is there freeze accumulation at all? Didn't really impact the difficulty of the fight, but it was probably a bug.

Same Bump... Was stuck at 99% the entire fight.
