Eldritch Empowerment + Eldritch Battery not working

The first line on Eldritch Empowerment states: "Non-Channelling Spells cost an additional 3% of maximum Energy Shield"

First line on Eldritch Battery says: "Converts all Energy Shield to Mana"

What I'm expecting:
- Clicking Eldritch Battery puts you at 0 Energy Shield
- 3% of 0 is 0, so no ES cost to spells is added when you click Eldritch Empowerment

What actually happens:


Spells cost 1 ES, I have forced 0 from EB and thus successfully disabled myself.

Having Eldrtich Empowerment when you have no Energy Shield doesn't work either. I thought I'd remove the ES cost by not having any, but it blacks out my abilities.
So 3% of 0 > 0.

Leveled a specifically a lich through the campaign for this to find out I can't cast anything with the build I spent hours on theorycrafting.

Could just be in the description or could just work as described but this is really unfun.

That means that you have to have energy shield for the passive to draw from to be able to cast. It forces spells to use energy shield as an additional resource cost, meaning if you have 0 energy shield it's equivalent to having 0 mana at that point, so you will not be able to cast skills while having Eldritch Empowerement enabled with no shield. It's not designed to be used with no energy shield, so it's working as intended.

Yes, that converts your energy shield to mana, but that doesn't mean that Eldritch Empowerment then draws off of only mana instead of energy shield. It also doesn't mean that a passive that requires energy shield to cast things is suddenly going to become free because you have no shield. You're trying to make a correlation between two completely unrelated things.

The passive clearly says that it draws off energy shield to use it, you don't have energy shield, so the passive doesn't work. Seems pretty straightforward. These semantics about 3% of 0 being 0 and claiming that the cost should be free if you have no shield is just nonsense. The minimum resource cost of anything that uses resources in this game is 1, not 0. Any rational person can understand that what you're saying is not how this works. Do you guys really need GGG to spoon feed this to you? I'm sure they have better things to do.
