Sunder, Glacial Cascade and also Storm Wave have the word “fissure” in their skill description and only Storm Wave seems to me to be at a disadvantage, because it doesn't get through stones, tree trunks or small walls

same issue here, i dont know if intended but is really annoying.

I am going to bump this, as it still happens. My only death was due to level ground swallowing/blocking this attack, it's shit. It wont even cross over cracks/fissures in the ground from the Abyss mechanic, while Glacial Cascade and every other ranged skill will.

UP, even small obstacles, low level and high level grounds prevent this attack to branch at its normal length and therefore deal no damage!!!
By the description :

Sweep your Quarterstaff, projecting a bolt of Lightning through the ground in a long fissure ahead of you.

It must go through anything, because it moves through the ground as other fissure skills behave in the game.
