Wait Fractures can be Rerolled?! Whats the point then?!

Is it solely hoping the fractured base get recombined? I thought fractured stats couldnt be rerolled. Today i see a guy changing them with a chaos orb on youtube.

Uhh i thought we finally had a gauranteed way besided omen prefix or suffix to get what we want on gear.

I feel let down. I was hoping if.i have a good base i could keep good rolls and fracture them then chaos or annul what i dont want when it rolled bad. There goes that plan.
