Can't move outside town(s).

I stopped being able to move/walk outside of town. I can click to interact with things(checkpoints, waypoints or NPCs) and my character walks, but I can't click on the ground to move. Moving in towns works fine and normally.

Playing on PC, switching to controller let's me move. Switching back to kb and mouse breaks it again. Still works fine in town. Have rebooted program and computer.

Repair install did nothing.

Reinstall(after deleting entire folder) did nothing.

New character works. Going to attempt removing all gear and skills.

It is gear related...determining piece. Naked and skilled I can move.

It is the unique Cursecarver acrid wand. Seeing if I equip vulnerability it will work.

Equipping vulnerability as a skill(since Curscarver grants +4, I thought maybe it was an "interacting with zero" kind of glitch) did not change the situation. As soon as I remove Cursecarver, I can walk. Put it on = Statue.
