Rogue Exiles can wield sceptres with illegal tech

I killed a rogue exile and it dropped a socketed sceptre, and inside the socket was a rune, not a talisman. It didn't show as giving any effect in the sceptre but was crammed in there nevertheless.

Rogue exiles are fun. And hackers apparently.
