The skill gem is currently unavaiable

I have a problem with skill gems, so I don't really know why but sometimes some of my skill gems are reported as currently unavailable and I can't use them
Note that if I delete that skill gem and get a new one, it works again

Please take a look with this, you can see my lightning bolt skill is reported as currently unavailable
