Lich Eldritch Empowerment bug?

Eldritch Empowerment states that spending energy shield will not interrupt it's recharging. It isn't working. I have a clip from Discord with my beautiful voice.

Edit: Without the recharge, since my spells also cost 6% ES (Eldritch Empowerment 3% + Event Horizon 3%), Im sitting there unable to attack if its gone and not recharging actively after casting like 15 times without any 4 second breaks to let it recover. Even though I havent been hit by an enemy at all. Kind of scary situation!
