I FINISH CAMPAIGN but I CANT DO MAPS

Hi!
I just finish all six acts but when i reach the endgame i cant use guidestones on the maps couse ''you have to finish the campaign first''

The thing is that in the act 2 still a quest remains wich i cant complete.

Speak to Zarka but I've wasted all dialoges and nothing changed.

The open quest can be ignored.
You simply need to start your first map from the Ziggurat Refuge. After that you can use the Map Device in your hideout.
