Waking Nightmare atlas tree node doesn't work anymore?

I haven't noticed any difference in the amount of Breach Splinters I get between having and not having this node selected. I'm assuming it got broke because Clasped Hands no longer technically "drop" the splinters so it doesn't actually work anymore.
