Mana regeneration base increase

Base mana regen needs to be increased by a decent amount possibly up to double. It's really annoying to have to sit for 5+ seconds waiting for mana to regen early game. It's not difficult or hard. It's just annoying. Also helps with later builds that struggle with mana sustain no matter how much they cost reduce their skills and up their mana regen.
