"Ascent to power" quest stuck, not able to access sekhema to ascend

Made a new monk and in act 2 after killing balbala I DID NOT pick up the djin because I already had a bunch in stash.

Afterwards when I actually wanted to do my ascendancy I was not able to go to Sekhema as quest was stuck at "Return to ardura caravan and speak to zarka". However when I went to Zarka there were no "!" above her which allows me to complete the quest. I have tried:

1. Re-killing balbala in a2 normal 10 times, doesnt drop again
2. Killed balbala in a2 cruel, doesnt drop
3. Got to maps, cannot access sekhema
4. Got rid of djinn in stash and tried killing balbala a2 normal, doesnt drop
5. Spoke to every npc and exhausted all options, no cigar

I can still access trial of chaos so i will complete the ascendancy that way. If anyone has a fix for this it would be appreciated.
