Endgame Tower friction, lack of flexibility, and inability to un-do decisions made

An issue that I have found with the current implementation of the tower system in Path of Exile 2 is that I have run into the scenario whereby I have found what I feel is a solid tower setup i.e. 3 overlapping towers with lots of areas between them, but in order to get to this point I placed Precursors in the towers as I was going along in order to try and progress the atlas tree instead of running blank maps.

My issue with this scenario is that I am presented with 2 options:
1 - I ignore towers, run waystones on areas until I find a good tower layout, but have slower progress on my atlas skill tree as I will be encountering less content (while stockpiling precursors)
2 - I put precursors in all my towers, increasing the speed at which I improve my atlas skill tree as I will encounter more content, but then feel like I should forfeit those areas once everything is unlocked and then just search for a completely fresh 3+ overlapping tower setup.

Once I have selected one of the two approaches above, I am then unable to undo my decision, make any amendments to my towers that have had precursors added to them, or undo the areas changes that were applied by precursors for any type of content that I have now unlocked all the passive points for.

I'd be interested to hear if there was a solution for this scenario as it's currently a large factor in my drive to play the game, and to come back and play the game again after taking a break, as I don't like the feeling of running content which feels like a waste of time, or is the 'chores' that I need to complete before engaging in the actual content I want to play (without feeling like I am being penalised for taking an approach).
