Because they have the proximal tangibility modifier.
I agree that it feels unintuitive that these do not do damage to them. If you lay a trap down, it feels like the trap should spring and damage a proximal tangibility monster because the trap was in range of it.

If traps don't work because the player is not in proximity, why do minions work when the player is not in proximity?
Honestly, I'm surprised that minions can damage proximal monsters if the player themself isn't within range. That sounds like an oversight in need of correction. DoTs don't affect them if your toon is too far away, why should minions?
If you make them bleed and get out of range they stop bleeding as well :D

tangibility likely scales damage right at the moment of damage application by checking distance between monster and the source of the damage. If trap/totem damage comes from the player, trap location doesn't matter. On the other hand, minions are separate sources of damage, so distance to minion is checked instead.
