Act 2 Clan Relic Turn In

I have a map layout where the Clan Relic turn-in location is on the east side of the map (facing westward). If I mouse-over the "bag" it opens and shows the sockets for the relics, but when I open my inventory it closes. There is no way to click the "bag" and keep it open so I can't turn in the relics. I will have to load a new instance of the map.

I tried another location and had the same problem. I had to do google searches and press Alt in order to turn in the items. This has never been a problem before on any other playthrough. Bug needs to be fixed.
