Emergency Reload Does Not Apply Damage Buff

The Emergency Reload ability is not functioning as expected. When used, it should apply a 31% damage buff, but currently it has no effect.

Steps to Reproduce:

Equip the ability or item that grants Emergency Reload.

Trigger Emergency Reload during gameplay.

Observe the character’s damage output and status effects.

Expected Result:
Upon using Emergency Reload, a 31% damage buff should be applied to the character, increasing their damage output accordingly.

Actual Result:
No buff is applied. The damage output remains unchanged, and there is no visual or statistical indication that any buff is active.
