POE 2 map monster level stack at 79

Hello
after the patch 0.2.1 all my mao irradiayed show me the level of monster are at level 79( irradiated map with waystone lvl 15) so i try irradiated new map with the tower but that still show me the lvl of monster at 79, i fight The Arbiter of Ash he was lvl 82

got the same issue ... this only a visual bug or?

it changed for me when entering the map, from 80 to 82.
