Skill not working while under influence of speed shrine

Forget it's name(gathering storm?)...the charge and if you release at proper time get bonus "lunge" attack (lightning) for monk/quarterstaffs. Maybe you need to have modifiers(support gems) for the special bonus, skill shot. Can't recall.

Whatever it's called, I was unable to activate the "perfect" release trigger while under the influence of a speed shrine. My boots were at 30% speed boost, with a minor buff I believe at around 32% speed bonus total and then when I activated the shrine was unable to land the "sweet spot" bonus.

I'm pretty sure it wasn't cause I was missing it. My build is almost focused around this attack and not being able to activate the bonus is a problem. Has to be a bug.

Bonus bug : Appears to be an issue with one specific monster. I was halfway through a level 14 map. Teleported to town to unload loot. When I re-entered the portal, game crashed. Gave a specific error. Sharing...

"Error loading type Metadata/Monsters/Ske" and then I can't see the rest.
"Missing a comma or '}' after an object member. at offset 13397"

That may not be helpful, or maybe close enough to actually find it. Windows error box could not be enlarged to reveal more text unfortunately. Was a Delirium activated map with never ending fog via legendary tablet. Also had corruption. "Woodland" might have been the name, not sure. Dark woods theme.
