Bug with +1 to enemy lvl on atlas Map

if u paste a tablet in to a tower wich gives +1 to lvl of enemys in area - it doesnt work in 0.2.1. lvl is stil 79(with t15 waystone) and with t16 waystone it can be reached only to max 80.
It makes endgame leveling to slow , especially on HC servers.

pls fix it
