Problem with Wind Serpent's Fury skill

Good morning, I am making some adjustments to the weapon and skill set in my build, and from one moment to the next my "Wind Serpent's Fury" skill bugged, it won't let me select it to use it, when I create another gem of a lower level it lets me select the skill and assign a key to it, but when I want to use my gem again which I have corrupted to level 21+, now the new gem bugged and it won't let me use it either, I have already restarted the game several times and it won't let me use my gem, I hope to fix this soon, thanks.
