Some skills unusable now

I respeced back and forth a few times on my lvl 94 witch.

However, after putting all my gems in and everything being fine for stats (i.e. I have enough str/dex/int for items and gems), my skills are all greyed out on my bar. In my gem tree, they are all fine with no exclamation marks. Everything is good and they are lit up. But in my bar, they become grey and when I click any skill, it just goes "CLANK" and a red shattering circle happens on my helm.


Any ideas what I am doing wrong? I am not seeing anything stat-wise that is wrong.
