I know this has been covered, but there is 1 reason above all else that experience loss is, and always will be a terrible mechanic...
there's nothing to learn.
I'm level 90, maxed out on res, have 84% evasion, and basically every single death I've had I can't even tell what killed me because there is so much shit on the screen, or it's an instant death from a mechanic I can't even see where it's coming from.
There is no defense for this. There is no engagement here. There is nothing to learn from because I can't even tell what is killing me. I'm just killing mobs and then I'm dead. I don't what killed me, I don't who killed me...nothing.
And yet GGG is still claiming "oh, but we want to learn so you can improve"
NO!!!!.
How the fuck am I supposed to improve. I'm maxed out res, I have evasion, and I can't see what killed me because you put so much noise on the screen. It's so frustrating that GGG is trying to gaslight us experience loss is our fault. No. It's your terrible mechanic. That is what is doing it.

You could post your character on a build forum, or in the official PoE2 Discord, and people would probably tell you pretty quick what the issue is.
You could also look at your Effective Hit Points and weakest Max Hit with your character in Path of Building.
Just from your writeup, evasion-only characters are squishy.
If there's too much on screen for you to tell what is happening, run maps with fewer mods.
People get way past 90 in hardcore leagues. If that's a hard cap for you, it's a skill issue.
The game needs lots of improvements, don't get me wrong, but it sounds as though there's a lot of things you haven't tried yet.

Telling someone its a skill issue when its not is just toxic.
I'm level 96 with nearly 10k EHP and still die to stuff that I can't explain.
However, that is extremely rare. I would recommend that you watch what waystones you are running because it's most likely a waystone modifier or combination of waystone modifiers that is killing you.

He never said he hard capped at 90. He's explaining why experience loss is completely out of balance with the current state of the game. The concept of learning from your death when being bum rushed with a filled screen is a joke. There are a handful of builds that actually work since the devs balance the game around meta builds and meta gear

He said he was at 90 and didn't know how to improve. I gave him some ideas about how to improve. Even if the game were in a perfect state, those are things that would be good to do.
There really are a lot of people who play the game and never die. I'm not one of them. But when I want to get better, I study the characters built by people who play better than I do.

So have I, and as a Merc they always involve pouring a significant amount of divs into gear that can't be crafted while jumping over the tree to get ES. There is no actual variety, so most players who don't play 8 hours a day and spend all their free time figuring out how to make their build perfectly efficient have to deal with death which should be a part of the game that you do learn from without getting severely punished while losing hours of grinding with no way to recover.

About the OP: don't you think it's a clue that he only mentioned resistance and evasion? I think there's probably a straightforward way to improve his character without spending a ton.

The game kills you and at gives no indication what it was that caused it. Just saying "git gud / better gear loser" is a tired hand-wave-answer for a system that doesn't even try to explain what just happened.
I'd love to have gear with 10,000 shield, 95% evasion, and 10,000 armour - plus 90 capped resistances. Okay; but I don't. So the game should tell me what the damage was that led up to my death so at least I know what to invest in/avoid.

Running around 99.99% of the time ripping through maps, then suddenly dying to some unexplained combination of features is utterly frustrating for players who don't do this as their day job.
