I don't think they aren't doing it because players don't want it. I think they feel it helps keep players addicted/interested in drops. It more like a psychological trick than game design.

They wont remove it, the would require rewriting of code. Since the code is mainly from PoE 1 its would require a complete rework of things, debugging and testing. Drop chance percentages would have to be completely redone.
