Voltaic Mark Nova vs Weapon Swaps [bug?]

if I use a mark on 1st weapon set and switch to weapon set two, this will not trigger the mark nova. The mark needs to be re-applied after weapon swap. However the mark will still apply the shock magnitude properly when the shock procs from the second weapon.

This could be due to the nova oddly carrying 'weapon damage: xxx%' stat. Description states its using its own damage values, and nothing else is alluring to the weapon so something is off.
