Whispering Ice staff's skill bugged

The chill aura on the unique staff, The Whispering Ice, does not work. It doesn't chill enemies at all. Been testing it for the last couple days, at this point it's unplayable until fixed. Would love to just have access to a tester account so I can just drop in ideas and ACTUALLY test these things for you easier. Instead of having to level all the way to 80 to find a bug and to find out I wasted all those days for literally nothing.
