poe 2 chaos orb rare monster finish effect

before update this finish effect work well with ice skill.
after this last update the rare monster kill by ice skill dont come out this finish effect anymore. so i want to ask it that bug?

There seems to be a bug in the finisher effects since last update I noticed it with the new twitch drop not always working then tried my regular one I use artillery strike and that sometimes works and sometimes doesn't seems to be 50% of the time.
