High CPU temperature (100 degrees) and low consumption in % of this

My game Path of Exile 2 runs at 100 CPU degrees but barely consumes % CPU, I have an RTX 5070 and an Intel Core i7 14700KF, how do I fix this? It's a game performance bug, right? It hasn't happened to me with any other game.

Because every time you open new map or back to town, shader bar is full for very long time.

I have the same unplayable high temperatures even 100!! low FPS 4080TI 16G I9 processor I don't know what's wrong with it it only happens here on no other game...
