Rakiata's flow does nothing for damage, tried it on lightning arrow, lightning rod and heral of thunder

same here, replace charge shot with it, i got lower damage output.

It would not give any dps upgrade/downgrade as it only penetrates resistance based on the enemies resistances?
I'm not really sure what the problem even is here.

No, it *inverts* resistances, so from +75% to a -75% would absolutely give you a dps upgrade. Given that some map mobs won't have any resistances at all so it won't do anything there, but it's easily tested in bosses who have 75% res that it's clearly bugged.

Penetration is something entirely different and cannot go below 0%.
