POE2 BUG Whirling Slash can't be used - Not enough mana

Whirling slash says "Not enough mana" to cast it, when cast requires 24 mana, but my mana value is 819. Whilring slash with 12 mana cost can be used.

I have the same issue with the Twister skill.
The cost is 30 mana and it is unable to activate and it says "Not enough mana". Iv'e tried making new gems and iv'e gotten it to work for a while. But after loading it with support gems it bugged out and the skill can't be used. |

It's saying "not enough mana" but it means not enough intelligence. If the skill level is too high. The messaging needs to be fixed, I had this issue too.
