Tempest bell interaction with Combat Frenzy

Can we get some eyes on Tempest bell interaction with Combat Frenzy, pretty please?

The interaction has been broken since patch 0.3.0c.

Currently, when playing a monk with Resonance + Combat Frenzy during boss fights, we don't generate power charges, although the Tempest bell should be affected by our freeze.

Was there a change that increased the Tempest Bell freeze threshold, and it is only being chilled now? Or is Tempest Bell not considered an "enemy" for the sake of Combat Frenzy?

Anyway, this interaction has worked properly from 0.1 to 0.3.0c. If there was a behavior change, then I'd love it to be documented to understand how to approach it with the currently existing builds.
