Weird Gear Bug

I bought a piece of body armor from poe2 trade. I teleported to the sellers hideout where I saw a body armor with 2550 evasion rating on 9/21 at approximately 9 pm pst for 10 divine currency. I bought this armor mostly to improve my evasion rating for my lightning arrow build this league. I noticed that after I put it on it dropped to approximately 2400. Then as I bought upgraded boots. It dropped again to 2200. My overall evasion rating is 60% on the character stat sheet. I assumed that this was because I hit a cap of some sort because I noticed that nothing had changed and it stayed at 60 percent through two upgrades (new boots and new gem with evasion rating). I heard a friend saying he's got 65 evasion rating that goes to 75 when hes fighting in maps. I also thought hey maybe as I get more levels the evasion rating on the chest will go back again, it has not. It has not gone up after leveling up. (I gained a level tonight)

I understand the need for a cap but the evasion rating droppin on the gear was really unusual. It has dropped over 300 points since i bought it and to be completely honest probably wont resell at a price even close to what i bought it for....

I was wonder if you can take a look at this bug and if it is possible to be compensated somehow.... I have completely lost my investment due to this bug and was hoping that you would investigate and verify the story through the trade website, cross check with my gear, and see that what im saying is true. Please see if u can do something about this.
