“Shattering Palm” skill bug

When the attack speed of Shattering Palm is above 0.55 (excluding 0.55), for example, at 0.56, killing a monster with it will not trigger the area effect that applies **shards of ice** to monsters. However, at an attack speed of 0.55, killing a monster with Shattering Palm *will* trigger this area effect. The intended behavior is that the area effect should be triggered when killing a monster at any attack speed.
