The Mysterious Shade - Sorrow among Stones bugged

I just opened the gate to get to the fight with Lachlann, and it isn't progressing. I have loaded and reloaded my game, and he still stands there turning, and nothing else. The fight doesn't begin; he isn't even starting his dialogue talking about his family.

I had to start a new instance for the quest to progress.
