Recoup from passive tree not applying.

After putting significant currency towards an end of season build - I've found that the all recoup effects from the passive tree have stopped applying. They did originally apply but have ceased to in the past week making this character unplayable.

I have tried removing items and replacing points both with. No effect for a fix.
