No access to map device after finishing interludes

I will preface this by saying that I suspect it has something to do with migrating my character from SSF Abyssal league to plain Abyssal league, as it screwed up a few of my quests, like Renly's tools needed to be re-gathered.

I have finished all 4 acts, and all three interludes, and have access to the Ziggurat Refuge as well as my hideout, but the map device in both areas is not interactable.

I have tried switching servers, reloading instances, logging out/logging in, but no luck.

Any help is appreciated!
