Perfect Exalt Orb not perfecting

Slammed perfect exalted orb on an ilvl 81 bow with combination of omen of sinistral exaltation and received a T4 flat phys? Have i missed reading something or...? Does the omen calcel out the perfect exalt?

T4 Flat phy is item level 54
Perfect Exalt will give mods that are item level 50 or higher.
What's the bug?

The problem is me not reading the minimum level, i thought it was 70, like the perfect transmunte.

In this thread's defense- Perfect exalt are PRICEY, and rare. I think it should be adjusted to guarantee T3 or better(I'd love it if it was T2 /T1).
