Cannot Mount/Dismount from Rhoa

So I have tried everything to get this to work:
-restarting game
-going into a hostile area (out of town)
-cutting a new skill gem
-Activating and deactivating the skill

But regardless of what I do I have no option to place the rhoa skill on my skill bar, and there is no keybinding option in the options.

how do I actually use this ability, because if I can't quickly dismount, wtf is the point?
