Concoct & The lethal Draw inconsistencies

The concoct II support gem (which consumes charges from both life flasks while using Waistgate) has the line:
Supported skills consume 30% of your maximum life flask charges on use

The Lethal Draw (which doesn't) has an almost identical line:
Bow attacks consume 10% of your maximum life flask charges if possible to deal...

Also concoct supports still consumes life charges when used with spells, even though it doesn't seem to increase the bleed damage at all
