Lich - Eldritch Empowerment bug/change. Now 5% damage?

Lich - Eldritch Empowerment bug/change.
When looking at Eldrich Empowerment, Now says 'deal 5% more damage' instead of 'deal 30% more damage' when sacrificing 5% energy shield..
I found no such change in the patch notes and cannot find this change anywhere else.
Please fix or tell us this intended.
