Ice-Tipped Arrows not working with Storm Lance

Casting ice-tipped arrows and then using Explosive Spear consumes a stack and creates ice fragments with the main projectile when it terminates, as expected.

However Storm Lance, which seems mechanically equivalent, does not consume a stack of ice-tipped arrows nor does it create ice fragments when it lands.

-Cast Ice-Tipped arrows
-Use Storm Lance
-Note that fragments are not produced

I would expect either Explosive Spear not to work with ice-tipped arrows, or storm lance should.
