Map device allows you to spend precursor tablets on maps which will not spawn the associated events

Used up two valuable precursor tablet charges on a map that was the size of one room with no boss and did not spawn either the expedition or the ritual sites. It should either not allow you to do this or at least warn you that "maps this size will not spawn the associated events."
