FIST OF WAR III Doubles Rage consumption

I have ancestral empowerment, put fist of war III on rampage, and the rage burns twice faster. is it intended or bug?

Just came across the same issue on my Titan Bear build. Rage is depleting way faster when I add fist of war 3. Fist of war 2 seems to be okay.
