Cannot use ascendancy skills and curses while wearing Talisman+Sceptre

As in title. I cant use Command: Kelari's judgement while wearing Talisman + Sceptre. The same thing happens to curses, spells and offering skills. If it's working as intended atleast add it to the skill description. I should add, other ascendancy skills are usable..
