Savage Fury not giving buff

So incredibly infuriating
Playing shaman bear, I use infernal cry and change to human, then I use ferocious roar to swap to bear and then I'll activate savage fury, Majority of the time if I'm already at 100% and I trigger it, nothing happens...
I'll build up a little more % fury just to retrigger and then I'll get it for a few secs

But when I'm entering a fight with 100% and pop savage fury, nothing happens no buff no icon nothing, just drops to 0% incredibly frustrating
