Can't find citadels

I have been searching for citadels since I started mapping (4 days ago) and I can't find a single one, 0 beams of light indicating any. I don't know how far you have to go just to find one, but if anyone is mapping as much as me and not finding any then this is faulty design.

What can I do about this?
