Oracle ascendancy and Lord of the Wilds and Self Sacrificing bugs.

Hello!

After wielding a Sceptre from Lord of the Wilds along with a Rabid Talisman, I am unable to use most Occult spells save 5, the skeletons. All others are disabled (not sure if intended) despite having a sceptre equipped. And with the Self-Sacrificing notable specced, the 40% increased reservation efficiency only translated to bringing the Frost Mages down from 43 cost to 37 cost. Also the notable has no effect on the Wolf Pack minion buff despite the minion tags.
