Ghost Dance not working as the skill describes

Was wondering why this skill seemed to do nothing so I did some testing with some other people. Have tested this with multiple people, and cut multiples of the gem, and its the same every time

1. The skill ONLY gives you ES back if you are at 0 es. The skill doesn't mention this as being a requirement at all. It consumes the shrouds still if you have any existing ES and just gives you nothing. Despite the skill ONLY saying it consumes a shroud to immediately give you ES

2. The skill seems to only give you ES back based of 5% of your actual hard number evasion from gear, and any increases to evasion from tree etc doesnt seem to count. I was only getting around 90 es back when I should have been getting 650 with 13k sheet evasion. The skill just says "Recover Energy shield equal to 5% of your evasion" and mentions nothing about it being base evasion etc
